Honeycomb Jobs is delighted to be working with a 3rd Sector client, to recruit for a permanent Property/Estates Manager based in Belfast with travel to different sites in Northern Ireland.
The Client – The organisation provides land and buildings where partner charities provide vital residential care and support to adults with special needs, ensuring they can live safe, comfortable, and fulfilling lives.
The Role – The postholder will take responsibility for ensuring all charity sites – primarily residential homes and supported living – are safe, compliant, well-maintained, and fit for purpose in keeping with the Licences to partner charities. Working closely with the CEO, the post holder will deliver maintenance, manage compliance with legal requirements, manage work related to property insurance and claims, and provide expert advice on property-related health and safety issues.
Duties will include but will not be limited to:
- Conduct regular building inspections, identifying and addressing maintenance needs proactively.
- Coordinate more complex works with external contractors as needed.
- Develop and manage a Planned Maintenance schedule which addresses the requirements of the organisation’s Stock Condition Survey.
- Ensure properties remain safe, welcoming, and suitable for residents with special needs, ensuring the organisation’s maintenance works are sensitive to their living environment.
- Ensure full compliance with all health and safety and statutory maintenance requirements, including:
- Fire safety systems and equipment (e.g., alarms, extinguishers)
- Water hygiene and Legionella management
- Electrical safety, including EICRs and PAT testing
- Asbestos management (where applicable)
- Gas safety inspections and servicing
- Maintain up-to-date compliance records, asset registers, and site logs.
- Conduct and review risk assessments for structure of buildings, ensuring all work is carried out safely.
- Manage contractor compliance, ensuring external providers meet required health and safety standards and safeguarding requirements for working in residential care environments.
- Support internal and external audits by providing documentation and demonstrating safe, compliant sites.
- Maintain accurate records of building assets, condition reports, and servicing schedules.
- Monitor and manage maintenance budgets, ensuring cost-effective solutions while prioritising safety and quality.
- Provide professional advice to the organisation on property-related matters, including potential improvements, refurbishment needs, life-cycle costing, and future-proofing buildings for developing service requirements.
The Person
As the successful candidate you will have the following background and experience:
Essential:
- Proven experience in a maintenance management role, preferably within residential care, supported living, or special needs environments.
- Strong working knowledge of property compliance requirements relevant to residential care settings, including fire safety, water hygiene, electrical safety, and health and safety legislation.
- Experience managing external contractors and ensuring safe working practices on site.
- Strong organisational and record-keeping skills, particularly for compliance documentation.
- Excellent communication skills, with the ability to liaise confidently with care staff, residents, families, and contractors.
- Sensitivity to working within environments that are home to vulnerable adults with special needs, ensuring work is carried out respectfully and safely.
Desirable:
- Health & Safety qualifications such as IOSH Managing Safely or NEBOSH Certificate.
- Experience working within a charity or non-profit organisation.
- Understanding of safeguarding principles when working in residential care.
