Job Title: Painter/Decorator Tradesperson

Reports to: Building Maintenance Supervisor and Senior Estates Manager

Responsible to: Head of Service, Environment and Place

Location: Gortrush Depot, Omagh. However, the post holder may be required to work at other areas across the district as directed.

Duration: Temporary Post until 31/3/26 (subject to further extension)

Hours of work: 37 hours per week

Salary: Scale 5; SCP 14-19; £14.84 – £16.10 per hour

Salary will be paid on a monthly basis

Purpose and Function of Post

To undertake various duties associated with the delivery of Building Maintenance Environment services across the District. The services include electrical, plumbing, joinery, painting, welding, plastering and bricklaying.

The post will be a specific position with post holders expected to work in the discipline that they have time served and qualified to undertake.

  1. To participate as part of the Building Maintenance team in undertaking general maintenance, building and construction works on assets such as Council buildings, leisure centres, depots, theatres, public areas, bus shelters, play areas, pitches;
  2. Usepoweredhandtoolsandplant,includingtheoperationoftractormountedequipment.To undertake daily maintenance and checking of tools, equipment and machinery;
  3. Complete accurate works records, on a daily basis, in line with Councils policies and procedures including vehicle/plant/equipment daily start up procedures, defect sheets and daily worksheets.Report any and all defects to line manager and/or supervisor;
  4. Assistwiththeinstallationandremovaloffestivelightingasrequired;includingoutofhours.
  5. Conduct routine survey inspections (e.g. site inspections, bus shelters, nameplates, etc) as required and complete any associated reporting for repair in accordance with procedures;
  6. Competently use Microsoft packages to prepare reports, and otherIT packages, for logging and recording information, as and when required. These include Concerto Software for logging, receiving repair reports and confirming completion of tasks to Council assets
  7. Assist in the preparation of tenders/quotations for the supply and installation of Plumbing, Electrical, Building of play area works where applicable to the employers trade discipline, skill and experience works to ensure value for money and quality are achieved.
  8. Attend training courses (including practical/exam/tests), as deemed necessary, by legislative changes and current working practices and accept all highlighted responsibilities.
  9. Ensure a risk management and Health and Safety culture is embedded in all operational activities and that risk management and Health and Safety procedures are complied with.
  10. Perform all duties in a safe and proper manner in accordance with all Safety Regulations and Risk Assessments to ensure safe and proper working environment for self, all Council employees, outside contractors and members of the public. This includes the use/wearing of personal protective equipment.
  11. Attend Health and Safety meetings as required and participate in any working groups with on-site reporting of near misses or reportable incidents to the Health and Safety Manager or Officer as required.
  12. Capable of working at heights, confined spaces and lone working without supervision, using own initiative in compliance with Councils policies and procedures.
  13. Take key holder responsibility as and when required, for premises and any designated areas/locations within the maintenance section.
  14. Undertake any other duties and responsibilities which may be allocated by the Line Manager or other Senior Officer in relation to the management and delivery of services within the Council.
  15. Assist in the implementation of Councils emergency plan when required.
  16. To be able to work alone and as a member of a team, as required.
  17. Any other duties as may be reasonably assigned by the line manager or supervisor including providing cover at other depots and sites in the District area.
  18. The post holder must be flexible and adaptable to meet the changing needs and requirements of the post which includes providing cover, if and when required, at other bases and sites within the district.

SO2BPPD: Skilled Operative (Level 2) Painter / Decorator

Specific Duties and Tasks

The duties include but are not limited to:

  1. Undertaking general painting works on assets such as Council buildings, signage, gates, fences railings, public toilets, leisure centres, depots, theatres, public areas, bus shelters, play areas, pitches; street furniture .
  2. Work will principally consist of painting, wall papering, washing and associated preparatory decorative work but from time to time will require the undertaking of other duties in connection with painting such as, minor plaster repairs, caulking, removal of fixtures and fittings, to carry out decorating & reinstallation of the same, decoration of furniture, cabinets etc. and repainting of vehicle bodies, equipment etc, use of stencils for marking equipment etc., removal of graffiti, other vandalism and posters as required, degreasing of surfaces, removal by washing of mosses and algae.
  3. Inspection of Council assets utilising software recording equipment for reporting of condition and repair, e.g. Public toilets condition assessment, work prioritisation, recording of damage/ vandalism, liaison with suppliers for replacement materials and equipment; Itemise materials to be ordered from suppliers.
  4. Maintain an up to date awareness of matters relating to painting and building maintenance operations;
  5. Work in co-operation and provide assistance to other Council employees and external contractors employed by Council.
  6. Carry out routine general painting associated repairs with identification and ordering of materials in accordance with current Council procurement procedures;
  7. Use powered workshop machinery, hand tools and plant, including the operation of tractor mounted equipment.To undertake dailymaintenance and checkingof tools,equipmentand machinery;
  8. Complete accurate works records, on a daily basis, in line with Councils policies and procedures including vehicle/plant/equipment daily start up procedures, defect sheets and daily worksheets.Report any and all defects to line manager and/or supervisor;
  9. To have the ability to read and interpret technical drawings, documents and manufacturers instructions;
  10. Assistasnecessarywiththeinstallationmaintenanceandremovaloffestivelighting;
  11. Drive andor operate allocated vehicles and ancillary mechanical equipment and hand operated appliances as required.Loading and unloading of materials and equipment in accordance with Councils policies Procedures;
  12. Beabletoworkatheightsincludingatbridges,climbingframesandmultiplayunits,confined spaces and with boat use and operation on water, if required, lone working without supervision in appliance with Council Standard Operating Procedures;
  13. Complete accurate works records, on a daily basis, in line with Councils policies and procedures including vehicle/plant/equipment daily start up procedures, defect sheets and daily worksheets.Reporting of any and all defects to line manager and/or supervisor;
  14. Assist in the implementation of Councils emergency plan when required;
  15. Assist in support to Council indoor and outdoor events and supervision of apprentices and work place students.
  16. Be responsible for identifying and managing maintenance and new work for outside contractors and Council employees, as required.
  17. Be prepared to be sufficiently flexible to carry out other trade duties as attendance to their main job requirements (e.g duct work, minor plaster repairs, making good render when related to painting works). Carry out works in support of other members of the trades team and other multi trade works as required to fulfil the needs of the service.
  18. Liaise with, and direct internal and external stakeholders, for example works staff, other departmental staff, contractors and the public where necessary.
  19. Undertake driving and operation of Council fleet and for carrying out daily inspection procedures on allocated vehicles along with the completion of records/defects sheets and vehicle log books. The post holder may have access to a shared van, and in such instances, the post holder will collect and return the van to the Council premises on a daily basis. The vehicle must be kept tidy and cleaned once a week. The post holder may also be required to use their own transport to meet the needs of the post.
  20. Competently use Microsoft packages to prepare reports, and other IT packages, for logging and recording information, as and when required.

  • To be available to participate on a rota programme of out of hours on call duties;

EssentialCriteria

Possession of a relevant formal qualification such as City and Guilds (6217) Certificate in Basic Construction Skills (Painting and Decorating) or City and Guilds (6807) equivalent qualification anda minimum of three years relevant experience to include the following:
