The People Partner will provide broad HR advice and guidance to the organisation by acting as an internal consultant to own the relationship between the Resources Directorate and other departments. The postholder will be responsible for the overall HR generalist remit with a particular focus on employee relations and providing a range of specialist people related advice and support. This post is offered on a permanent basis. Post: People Partner Department: Human Resources Grade: Higher Executive Officer (HEO) Reports to: Employee Engagement Manager Scope The People Partner will provide broad HR advice and guidance to the organisation by acting as an internal consultant to own the relationship between the Resources Directorate and other departments. The postholder will be responsible for the overall HR generalist remit with a particular focus on employee relations and providing a range of specialist people related advice and support. Key corporate responsibilities 1. To contribute fully, at a strategic level, to the operations of the Resources Directorate in order to achieve the objectives of CCEAs Corporate and Operational Plans. 2. To contribute fully, at the appropriate level, within the relevant Business Unit to CCEAs: – accountability and performance management framework; – risk management framework; – quality management framework; and – communications management framework. The post holder will ensure the compliance of self and, where appropriate, others with these frameworks such that they support the achievement of CCEAs Corporate and Operational objectives. 3. To assist the relevant line management, Business Unit Manager, Director and Executive Team in supporting the functions and responsibilities of CCEA and all of its committees. 4. To ensure as appropriate to the level of the post that CCEA secures value for money from the resources available to it. 5. To ensure, as appropriate to the level of the post, that CCEA operates an effective and transparent system of decision-making which includes a robust challenge function at all levels. 6. To contribute fully, as consistent with the scope of this role, to the full range of the Business Units work in relation to business improvement models including ISO, IiP and Customer Excellence, taking ownership, where applicable, for formal documentation, policies, practices, procedures, records, reports and statistical information. The post holder will be required to identify measures and targets to develop meaningful approaches to benchmarking consistent with a culture of continuous improvement 7. To be responsible for maintaining CCEA records in accordance with the ISO Overview Procedure and to become familiar with records management practices and the implication of the Freedom of Information (FoI), UK General Data Protection Regulation (GDPR) and Data Protection (DP) Acts. 8. To contribute to the effective discharge of the Section 75 duties in line with CCEAs Equality Scheme. 9. To carry out any other duties, as appropriate to the level of the post, to support the achievement of CCEAs objectives as directed by line management, Business Unit Managers and Executive Team. Key accountabilities 1. Act as the key interface on Employee Relations with the Trade Union, to include consulting on policies and maintain effective working relationships. 2. Support the transformation agenda in the Resource function to deliver a partnership approach with Business Managers; attending monthly meetings with Business managers to ensure appropriate People plans are developed and implemented. 3. Support the Employee Experience Manager in ensuring CCEA meets its obligations under the Equality Scheme. 4. To support the Head of Resources with the design and implementation of Job Evaluation scheme and undertake job evaluation of posts within CCEA 5. Contribute to the delivery of key targets as defined in the overall People Strategy 6. Provide professional and timely advice and guidance to a range of managers and staff across the organisation in relation to workforce planning, successions planning and organisation design. 7. Support in the development and delivery of L&D/OD interventions to include networks and leadership forums. 8. Assisting in the Performance Management process to ensure an effective and robust system is in place. 9. Provide guidance on people practices such as restructures and succession planning. Develop and design people expertise and developing solutions to help the business area to deliver an employee engagement strategy. 10. The lead HR to Influence and building relationships with people around the business. 11. Act as the HR local point of people expertise for implementing new people approaches to include agile working arrangements. 12. Key people management responsibilities 13. The post is a stand-alone role. The post-holder will not have People Management responsibilities. Key financial management responsibilities 1.The post holder will support and be accountable to Employee Engagement Manager for all aspects of budgetary planning and control. The post holder will monitor and report on aspects of budgetary control in relation to the scope of this role. Workinghours: Employment will be of a full-time nature and the postholder will berequiredto work the equivalent of 36hours per week excluding lunch breaks. Salary: Salary will be paid monthly in arrears by the BACS system on or before the last banking day of the month. The salary for this post will be on the NJC scale points 27 – 30, currently £37,035 – £39,513 perannum. Annualleave:You would be entitled to 24 days annual leave. The leave year runs from 1 April to 31 March each year.Entitlement in the leave year 2025/26 will be calculated on a pro-rata basis depending on the number of full weeks worked in this leave year. In addition, you would be entitled to statutory days with pay asfollows: New Years Day, St Patricks Day, Easter Monday, Easter Tuesday, May Day, Spring Bank Holiday, July 12 and 13, Summer Bank Holiday, Christmas Day, Boxing Day plus one extra-statutoryholiday to bedeterminedby the Council after consultation with theemployees.
