Head of Refuse and Cleansing (Public Sector)

VANRATH are excited to be working closely to support with the role of a Head of Refuse and Cleansing for a well established client within the local authority. This is initially a 6 month assignment, which has scope for a permanent position for the right candidate!

Responsibilities
The post holder will responsible for the effective leadership and management of services that come under their control in the pursuit of service excellence, value for money and continuous improvement. In this capacity, and as part of the Technical Management Team, the post holder will provide clear leadership in the areas of Refuse Collection and Environmental Cleansing. They will assist the Assistant Director and when required assist in the support of the Technical Management Team (TMT), in their strategic, policy and decision-making roles by providing timely, professional and objective advice on the areas of responsibility which fall under the responsibility of this post.

  • To be responsible for the development, implementation and monitoring of strategies, policies and procedures for Refuse and Cleansing which enhance outcomes for users of Council services, inform service improvement and support quality assurance.
  • Ensure the Refuse and Cleansing section conduct regular risk assessments and route risk assessments to meet business needs and where required put measures in place to mitigate against any risks, and undertake a review of same as required.
  • To establish and maintain close effective working relationships with residents, community groups, housing associations, developers, and traders’ associations, etc., about waste/cleansing management requirements and provide appropriate policy and action responses.
  • Undertake research and prepare reports to SMT to inform and develop improvements on the refuse/cleansing service.
  • Monitor and evaluate the quality and performance of services under post holder control, and report and make recommendations on service improvements on same to the Assistant Director, as required.
  • In conjunction with other Heads of Service drive service improvement by developing or commissioning cost effective, efficient, high quality, responsive, robust and integrated services which will deliver Client’s responsibilities, aims and objectives.
  • Work with management, staff and unions to enhance “industrial relations” as part of improving services.

Ideal Candidate

  • Have a minimum of a Level 6* qualification, for e.g., University Degree

AND

Demonstrate a minimum of 2 years’ experience at a management level position to include responsibility in ALL the following areas:

  • Leading and developing programmes/projects
  • Management of a Licensing and/or Enforcement function.
  • Management of staff
  • Budget Management
  • Preparing and presenting reports to Committees or Council

OR

Applicants who do not possess a Level 6* qualification should demonstrate a minimum of 3 years’ experience at a management level position to include responsibility in ALL the following areas:

  • Leading and developing programmes/projects
  • Management of a Licensing and/or Enforcement function.
  • Management of staff
  • Budget Management
  • Preparing and presenting reports to Committees or Council
  • Have a minimum of 1 years’ experience of successfully managing and delivering a variety of projects simultaneously and achieving results to meet timeframes, involving external agencies.
  • Have a minimum of 1 years’ experience in the development and management of successful working partnerships with a range of groups and individuals.

Desirable Criteria

  • Level 4* WAMITAB Operator Competence Certificate in a Wastes Management subject area.
  • Membership of a relevant professional body e.g., Chartered Institute of Wastes Management

Remuneration
Circa £51,802 plus pension, holiday pay and discount benefits.
