The Opportunity

Whilst we have delivered some participation programmes in the past, we now have an opportunity to increase our work in this field at a strategic level as we roll out the Walking For All programme.

This exciting new programme will engage over 14,000 people and volunteers to get walking in rural areas in Northern Ireland and the border counties of Ireland, and is funded by PEACEPLUS, a programme managed by the Special EU Programmes Body. This key strategic initiative will be seminal in tackling endemic societal issues such as physical and mental health, social exclusion and isolation.

With overall responsibility for all aspects of the monitoring and evaluation, were looking for an officer who will be excited about the challenge of developing a new evaluation framework and passionate about demonstrating the impact of the Walking For All programme to stakeholders.

Youre excited about this opportunity because you will:

  • Lead the design of a new evaluation framework, informed by established global/national physical activity programme monitoring tools and approaches, as well as by key stakeholder and funder requirements
  • Lead the implementation and ongoing refinement of the framework
  • Develop and manage systems for collecting quantitative and qualitative data on project activities, outputs, and outcomes (e.g. surveys, interviews, case studies, focus groups) and coordinate regular data collection from staff, partners, volunteers and participants
  • Be the authority for the organisation on GDPR (data protection and processing) for Northern Ireland and Republic of Ireland
  • Analyse data to track progress against targets, identify trends, and inform project improvement, producing insightful reports for internal use, funders, and external stakeholders, including the coordination of the submission to SEUPB on a quarterly basis
  • Champion the positive impact of Walking For All programme, supporting on policy and funding briefings and presentations with a wide range of stakeholders, as well as providing digital content to support the Communications Manager
  • Support the development and management of other monitoring frameworks across the organisation as necessary

You will be successful in this role by:

  • Taking ultimate responsibility for demonstrating the positive impact that Walking For All is having on the population in Northern Ireland and the border counties
  • Being curious yet single-minded to devise and implement the best evaluation approach and tools
  • Guiding us in your area of expertise, whether that is showing us new ways to disseminate data to engage the target audience or guiding us on GDPR

Were excited about you because:

  • You have a minimum of 3 years work experience (within the last 5 years) in:
    • Designing and delivering monitoring and evaluation frameworks for multi-partner projects
    • Collecting and analysing quantitative and qualitative data
    • Producing insightful reports and presentations for a range of audiences
    • Using CRM systems, survey tools, and data management platforms
    • Applying safeguarding and data protection best practice
  • Ideally, you have some experience in:
    • Developing a new evaluation framework, ideally for health, wellbeing or physical activity programmes
    • Working with government departments, health agencies or funders to evidence programme impact
    • Designing an IT solution to support effective data capture supported by an IT solutions agency
  • Your written communication skills and attention to detail are exemplary
  • You have a degree in degree in evaluation, social sciences, public health, data analytics, or a related field; a postgraduate qualification is desirable
  • You have a genuine interest in people becoming active and enjoying the benefits of being outdoors
  • You are very proficient in Excel, Word, PowerPoint and CRM / Data management platforms
  • You have a full current driving licence and use of a car, or access to a form of transport that allows you to meet the requirements of the role

Compensation

  • NJC SO1 23 – 34,434+ flexible benefits package
  • Based in Belfast office (Barnett Demesne) with option for hybrid working (as set out in Outscapes Agile Working Policy)

  • NILGOSC pension employer contribution currently 23.2% of pensionable salary; your contribution will be 6.5% (rate may fluctuate slightly based on NILGOSC contribution rate bands)

  • Please note: the nature of this role will mean you will have to travel at times within Northern Ireland and the border counties and very occasionally do some evening and weekend work
