As a member of the Leisure & Community Services Management Team the post holder will be required to:
- Provide a business support service which includes the management of financial operations, performance management and business information systems and the day to day management and development of assigned staff and resources to ensure that the business and administrative needs of the Service Unit are met in an efficient and cost effective manner.
- Manage and develop a high quality service to the Council in support of the corporate plan and strategic work plans.
- To operate in a dynamic and changing environment, recommending creative solutions to project issues and challenges, and provide professional advice and assistance on innovative business and administrative practices.
What you’ll do
- To provide support and assistance in relation to the development and implementation of business improvement methodologies in accordance with agreed Quality Accreditation systems and ensure a strategic and co-ordinated approach.
- To provide advice and guidance to senior management and other staff on a directorate wide basis on financial, business information systems, performance management and business administration matters.
- Supervision and performance management of allocated staff.
- To lead, co-ordinate and prepare annual revenue, capital and R&R estimates across all functions and facilities within the Services Unit.
- To lead and facilitate all budget control activities across all functions and facilities within the Service Unit. To include the development of mechanisms, templates, tools and training for improving business performance; providing analysis, variance reporting and preparation of briefing documents and statistical reports for Council Committees, including the extrapolation of data to identify trends, areas of risk and opportunities.
- To attend and present at a number of Council Committees, Sub Committees and Working Group, making recommendations and actioning outputs accordingly; and disseminating changes in Council policy and procedure and to provide advice and counsel to senior Management on the implications across the Directorate.
- To co-ordinate and facilitate the preparation and monitoring of the directorate’s business plans and risk registers including the development of proposed annual objectives and performance indicators in accordance with the Council and Departmental Objectives and KPIs.
- To lead the development, implementation and review of financial and administrative operating practices, systems and procedures to support business needs, in accordance with Council policies, audit recommendations, procedures and strategies.
- Production of business cases and economic appraisals to aid and justify the future development of Service Unit initiatives.
- As an approved Procurement Manager, be responsible for purchasing goods and services in accordance with the Council’s Procurement Policy. Lead on all tenders; evaluating submissions, to procure goods and services in accordance with Council fiscal policy, ensuring limits and financial allocations are not exceeded.
- Establish and develop a sound working relationship with a number of key stakeholders including tenants, user groups, partnerships, government bodies, other Council departments and service providers.
- Ensure compliance with Council policies and procedures and operate within the highest standards on management and personal behaviour, which reflect the core values and behaviours of the organisation.
- Ensure the provision of high standards of customer care across all the services provided by the Unit and promote and manage the service effectively and communicate in a way, which embraces and promotes the public image and overall reputation of the Council, in accordance with agreed Quality Accreditation systems.
- Promote equality of opportunity and access in service delivery.
- Assume a range of Leisure & Community Services management responsibilities to include the following;
- Provide cover for the other managers within the Department.
- Deputise for the Head of Service, as required.
About you
It is essential that applicants have a minimum of:
A third level qualification (for example, an HNC, HND, NVQ Level 4, Degree) or equivalent in an appropriate discipline eg Financial Management, Accountancy, Business administration, etc.
1.2 A minimum of four years’ relevant middle management experience in the following areas of responsibility:
- Production of financial reports/information
- Managing and developing financial controls/administrative systems and processes.
- Managing and developing budgetary control systems.
- Managing and developing performance management systems and processes.
- Development of operational business plans
- Line Management
Where applicants do not hold the qualifications as outlined in 1.1 above, they must demonstrate a minimum of seven years’ experience as outlined in 1.2 above.
