Location: SPPQ – Belfast

Pay Per Hour: £31.82

Working Hours: 15 hrs per week

JOB SUMMARY/MAIN PURPOSE:

The post holder will be required to provide a professional social work perspective to the tasks of commissioning, modernisation, quality improvement and performance monitoring of services for children and families. This role will be discharged primarily by leading and participating in the work of inter disciplinary and multi agency groups to address a range of general and specialist portfolios relevant to this programme of care. The postholder will be required to take a lead role in the development of expertise in an area of statutory responsibility, ensuring a regional approach is taken to the delivery of services.

The postholder will provide expert professional advice in in the main relation to Children who are Looked After but may also be required to cover aspects of additional areas including Family Support and Safeguarding etc and ensure a regional approach is taken to the delivery of services in this area. This lead responsibility is not exhaustive and may change or be added to as the need arises.

.MAIN DUTIES / RESPONSIBILITIES

* Contribute to the SPPGs commissioning team for children and families

* Contribute to and lead in the task of needs assessment in one or more Local Commissioning Group area

* Advise on the allocation of resources on the basis of defined priorities, cost effectiveness and agreed outcomes

* Represent the children’s social care perspective as a member of a Local Commissioning Group within a fixed tenure as required

* Assume lead social care responsibility for engaging with local Trusts in relation to the commissioning, provision and performance of services for children and families

* Contribute, as required, to the procurement of social care services for children and families, including preparation of service specifications etc

* Participate in the formulation, negotiation and monitoring of Service Level Agreements and other contractual arrangements

* Take a lead role in the promotion of service user involvement in planning and commissioning processes within an LCG area

* To be involved in Children’s Services Planning groups which will operate at regional and local level

* To provide / commission training programmes as required, particularly in relation to the post holder’s specific area of responsibility

* To lead and / or commission formal research on social care as required to inform planning, needs assessment and commissioning of services.

ESSENTIAL CRITERIA

  • Have a minimum of 3 years post qualifying experience working at senior management level at band 7 or above in social care/social work within the statutory, voluntary or independent sector
  • A professional qualification in social work recognised by the Northern Ireland Social Care Council. Hold full and current registration in the social work part of the register with the NISCC
