Job summary

Key Purpose of the Post:
To support the Director and the Corporate Leadership Team in the strategic management of the Council contributing to the development of and ensuring the delivery of the Councils Vision and strategic outcomes.
To provide strategic and operational leadership across this service/function area and to ensure appropriate measures are implemented to ensure efficient and effective performance management and continuous improvement and transformation of the service/function.
To support the Director in the leadership, management and delivery of transformational change and integrated working across the organisation.

Background:

The Council has an ambitious Capital Programme for capital investment which currently contains a range of projects including Mid-South West Growth Deal projects, Fermanagh Lakeland Forum project, Local Peace Plan projects, Future Waste projects, Department for Communities funded projects, Communications Technology Strategy projects, and Play Strategy projects. The Capital Programme Lead Officer will have responsibility for successful co-ordination of the Councils Capital Programme, including effective linkage and communication with project sponsors.

Service Area:

To support the Director in leading the strategic direction and management of the Councils Capital Programme from project development, commissioning, and delivery through to post project evaluation as well as the coordination of Capital Programme Governance, Reporting and Assurance arrangements.

The postholder will be required to Identify and secure external funding and resources towards delivery of the Councils Capital Programme and help establish a culture of collaboration, partnership, innovation and improvement, underpinned by evidence-based reporting, in strategy development, service delivery and performance.

Main Duties and Responsibilities:

Strategic Leadership and Management

  • Todeveloprobustsystemsandprocessestoensuretheavailabilityof evidence-based management reporting and delivery of an effective and efficient service.
  • Toberesponsibleandaccountableforthedaytodaymanagementof theservice/function.
  • To contribute to the overall leadership and management of the directorate and work with theDirectorandotherHeadsof Service/LeadOfficerstodeliverservicesandfunctionsand achieve strategic outcomes.
  • To support the Director to lead on the delivery of organisational change and transformation.
  • To implement the Councils Performance Management and Improvement processes to help embed a culture of high performance and continuous improvement.
  • Toeffectivelymanageandsafeguardtheservicesresources human,financial,legal,ICT, assets and property.
  • Toplayyourpartinleadinganddeliveryof actionsaimedatsupportingsustainabilityand reducing the impact of Climate Change.
  • TodeputisefortheDirector,asrequiredundertheappropriatedelegatedauthority.
  • To ensure full compliance with all Health and Safety at Work legislation in accordance with theCouncilsHealthandSafetyatWorkpolicyandallassociatedproceduresandguidance and to be an advocate for high standards of Health and Safety performance.
  • To implement the Councils Human Resources policies and procedures and supervise and manage employees within your Line Management, ensuring full compliance with and adherence of Council policies and procedures.

Service Planning and Delivery

  • Toeffectivelymanageanddelivertheservice(asoutlinedabove)with responsibilityfor budget/financial and other resources.
  • Tocontributetoandactivelyparticipateinthebudgetsettingprocessandmonitorand control the service budget to ensure adherence to same.
  • ToadviseandsupporttheDirectorand,ifrequiredtheChiefExecutiveand/orCouncilonall aspects of the service.
  • Tocontributetothedevelopmentofandimplementandmonitor Directorate/servicedelivery and business plans and service/business continuity plans and support, when required, the Councils Emergency Response planning and implementation.
  • Tomonitorandreviewtheservicedeliverymodeltoensurethemostefficientandeffective use of resources.
  • Tobeinnovativeandcreativeinthedeliveryoftheserviceandkeepuptodatewithmodern work practices and techniques aimed at continuous improvement.
  • To seek opportunities for external funding and investment and prepare and submit appropriate funding applications and prepare business cases, where required.

Hours of Work:

The normal working week will be 37 hours, Monday to Friday, but work outside these hours, including evenings will be necessary to meet the needs of the post.
